A federal judge on Thursday ordered Iran to pay $300 million in punitive damages to victims of a Aug. 9, 1995 suicide bombing aboard a bus on the Gaza Strip. Separately, the same judge ordered Iran to pay an additional $300 million to victims of a June 11, 2003 suicide bombing in Israel. In a 20-page opinion concerning the Gaza Strip case, and a separate 21-page opinion concerning the Jerusalem case, U.S. District Judge Royce Lamberth pegged the punitive damages as a multiple of the amount of support that Iran provided the terrorists. In the 1995 case involving so-called "Shaqaqi Faction" of the Palestine Islamic Jihad. Lamberth recounts the attack: "Seth Haim was forcefully thrown into the air as a result of the explosion. His body and skull were punctured by shrapnel in several locations, and other parts of his body were cut and bleeding. Seth’s father learned of the bombing from a radio report, and rushed to a local hospital with Seth’s younger brother in hopes of locating him. According to the testimony, Seth’s father—who believed that Seth had been killed in the explosion—became 'hysterical.' Eventually, Seth’s family found him 'covered in blood and screaming.' Seth’s injuries were extremely severe, leaving him in a critical condition from which it took several weeks of constant treatment at multiple hospitals to recover."
